Households on benefits

You may be eligible if someone in your household receives certain benefits, such as Universal Credit, Pension Credit or Housing Benefit. Only one qualifying benefit is needed for this route.

Occupier (other than a lodger or adult in full time education) receiving one of the below benefits:

  • Universal Credit
  • Pension Credit (savings and guarantee)
  • Income-based Jobseeker’s Allowance
  • Income-related Employment and Support Allowance
  • Income Support
  • Housing Benefit

Route 2
Lower-income households

You may be eligible if your total combined household income is £36,000 or less per year before tax for all adults living in your household.

Some disability benefits are not counted as income here.

You have a gross (before tax) annual household income of £36k or less. The below disability benefits will not be included in gross income calculations:

  • Attendance Allowance
  • Disability Living Allowance
  • Personal Independence Payment
  • Armed Forces Independence Payment
  • Exceptionally Severe Disablement Allowance
  • Constant Attendance Allowance
  • Industrial Injuries Disablement Benefit

Route 3
Automatically eligible areas

You may be eligible if your home is in a specific postcode area that automatically qualifies for this funding support under the scheme.

No income or checks are needed for this route.

In Norfolk some areas automatically qualify for certain energy-saving measures based on their postcode. If your home falls within one of these designated postcodes, you may be eligible for upgrades like insulation, draft-proofing, or other energy efficiency improvements without going through a full application. These “automatic postcode” areas are chosen because homes there tend to have lower energy performance and higher heating costs. All you need to do is check if your address is included and contact the Home Energy Hub team at [email protected]. If it’s on the list, you could get help quickly.

Route 4
High housing bills

You may be eligible if your income is considered low after paying rent or mortgage costs each month, based on your total household size.

This route depends on household size and limits.

After paying your housing costs (mortgage or rent) your household net income would be equal to or below the income threshold for your household composition, as set out below:

For a 1 adult household

  • 0 dependents, £20,000
  • 1 dependent, £20,000
  • 2 dependents, £20,000
  • 3 dependents, £23,600
  • 4 dependents, £27,600
  • 5 dependents, £31,600

For a 2 adult household

  • 0 dependents, £20,000
  • 1 dependent, £24,000
  • 2 dependents, £28,000
  • 3 dependents, £32,000
  • 4 dependents, £36,000
  • 5 dependents, £40,000

What do I need to do next?

Our team will support you throughout the process. In order to access funding for improvements, you will need to:

  • All eligible households will need a valid energy performance certificate (EPC) rating of D, E, F or G to qualify. You can get a certificate here.
  • Get in touch with a member of our friendly team.
  • Supply a completed application form, along with all the requested documents.
  • Supply evidence you own your property and you live in it.
  • Ensure that contractors have full and clear access throughout your property (including the loft if you’re having loft insulation fitted).
  • Make sure that the owner of the property is available for 4-5 visits from different contractors and/or project officers. The actual number will depend on your initial survey recommendations.
  • Your property must be ready for home improvement works, e.g, it can’t be in a state of disrepair, in need of renovating or you are currently building an extension.

More questions?

No. All the work, including surveys and EPCs will be fully funded as part of the grant. However, any work that isn’t for energy efficient measures or clean heat (such as clearing your loft space) won’t be covered by the grant. Redecoration is not covered by our grants.
